Extract from Secretary of State's Despatch N. 137 of 18th July 1890, relative to Mr. Malsch's Memorial as to his position in the Public Works Department.

First with regard to Mr. Malsch's Memorial which accompanied your last mentioned despatch, I have to state that I regret that I am unable to meet his wishes. Indeed I am not even prepared to approve of his being assigned the position in the Department, which on reconsideration Mr. Brown proposed for him. Mr. Malsch's experience has, so far as I can ascertain, been mainly confined to land surveying and drawing work. In 1885 he applied for and obtained an appointment in Hong Kong
